UNIVERSITY OF JAFFNA

CONSTRUCTION OF PROPOSED BUILDING, SERVICES AND RELATED STRUCTURES FOR ENGINEERING TECHNOLOGY AND BIO SYSTEMS TECHNOLOGY, UNIVERSITY OF JAFFNA AT ARIVIYAL NAGAR, KILINOCHCHI- PHASE II (Stage I)

BID No. YA/CWP/TECH/2020-01

1. The Chairman, Standing Cabinet Appointed Procurement Committee (SCAPC) on behalf of the Vice Chancellor, University of Jaffna, now invites sealed Bids from eligible and qualified bidders for Construction of Proposed Building, Services and related structures for Engineering Technology and Bio Systems Technology, University of Jaffna at Ariviyal Nagar, Kilinochchi – Phase 11 (Stage 01), as described below and estimated cost is approximately Rs.470.0 million excluding VAT.

The Work consists of: Excavation & Earth filling, RCC Sub-structure & Super-structure work for the total building consisting of Three Stories with the Roof and Completion of Ground Floor, First Floor, water tank and staircase area with all Finishes inclusive of Water Supply & Drainage System, Air Conditioning to Computer lab, Fire Protection System Electrical System and Lightening Protection System, ELV system & LPG. Gross floor area is 6339 m2 (excluding External corridor and terrace areas). It is expected to obtain Green Certificate for this building.

• The Site is situated at Ariviyal Nagar, Kilinochchi.
• The Construction period is 540 Days from the date of commencement of work.

2. Procurement Method is Competitive Bidding Procedure within Sri Lanka. Contract Type is Measure & Pay.

3. To be eligible for Contract award, the successful bidders shall not have been blacklisted and shall meet the following requirements.
Registered with the Construction Industry Development Authority (CIDA) as Grade C2 and C1 in the field of Building Construction.

4. Qualification requirements to qualify for Contract award include;

a) Average annual volume of construction works performed in last Five (5) years shall be at least Rs.470.0 million excluding VAT.

b) Experience in the construction contracts of at least one RCC building (1) of similar nature, value and complexity equivalent to the proposed building work and value at least Rs.300.0 million excluding VAT, within the approved contract period.

c) The minimum amount of liquid assets and/or credit facilities net of the contractual commitment and exclusive of any advance payment under this Contract shall not be less than Rs.78.0 million excluding VAT.

5. Interested bidders may obtain further information from Deputy Registrar, Capital Works and Planning, University of Jaffna, Tel: 021-2219201 Fax: 021-2219201, email: drcapitalworks@gmail.com) and inspected the Bidding documents free of charge at the same address from 10th May 2021 until 28th May 2021, from 0900 hrs to 1430 hrs during working days.

6. A complete set of bidding documents in English language may be purchased by interested bidders on the submission of a written application to the Deputy Registrar, Capital Works and Planning, University of Jaffna From 10th May 2021 until 28th May 2021, from 0900 hrs to 1430 hrs upon payment of a non-refundable fee of Rs. 55,000.00 to be deposited to the Peoples Bank, University of Jaffna with the Reference No “970000060000276” should be filled in the Account Number column in the Deposit Slip.

7. Sealed Bids shall be delivered to the Office of Director/ Procurement, Ministry of Education (Higher Education), No 18, Ward Place, Colombo 07 or sent by registered post addressed to the Director/ Procurement, Ministry of Education (Higher Education) of the above address to reach him on or before 1100 hrs on 08th June 2021. Late Bids will not be accepted. Bids will be opened soon after closing in the presence of the bidder’s representatives who choose to attend.

8. Bids shall be valid up to 5th November 2021.

9. All Bids shall be accompanied by a “Bid Security” in the form of bank guarantee of Rupees Four Million Seven Hundred Thousand (Rs.4.7 million) only valid up to 3rd December 2021.obtained from a licensed commercial bank registered with the Central Bank of Sri Lanka/or Construction Guarantee Fund (CGF), using the Form of Bid Security (irrevocable unconditional and on demand guarantee) included in section 11- Standard Forms (Bid) or cash deposit slip / Bank Draft for same amount.

10. The Pre-Bid meeting will be held at 1100 hrs on 18th May 2021 at Board Room, Faculty of Agriculture, University of Jaffna, Ariviyal Nagar, Killinochchi.
