The Chairman, Standing Cabinet Appointed Procurement Committee (SCAPC) on behalf of the Vice Chancellor, University of Jaffna now invites sealed bid from eligible and qualified bidders for the following work:

  1. Bidding will be conducted through National Competitive Bidding Procedure and the contract type is Design & Build.
  2. The eligible bidders shall comply with the following qualification criteria:
    1. The successful bidders shall not have been blacklisted and shall meet the following requirements
    2. The minimum registration required in the field of Building Construction with the Institute for Construction Industry Development Authority (CIDA) is C2.
    3. Average annual volume of construction work performed in last five years shall be at least Rupees 300.0 million.
    4. Experience as prime contractor in the construction of at least one contract of a similar nature and size, minimum value of Rs.300.0 Million over the last 5 years (To comply with this requirement, works cited should be at least 70% complete)
  3. Interested bidders may obtain further information from Deputy Registrar, Capital Works & Planning, University of Jaffna and inspect the bidding documents at the same address on any working day from 9:00hrs to 16:00hrs. Contact numbers: Phone: 021 2219201 Fax: 021 221 9201.
  4. A complete set of Bidding Documents in English language may be purchased by interested bidders on the submission of a written application to the Deputy Registrar, Capital Works & Planning, University of Jaffna from 31st July until 14thAugust, 2018 from 9.00 hrs to 15.00 hrs upon payment of a non refundable fee of rupees thirty thousand (Rs.30,000/-).
  5. The sealed bids shall be addressed to the Director/ Procurement, Higher Education Division, Ministry of Higher Education & Cultural Affairs, No. 18, Ward Place, Colombo 07 and delivered to the office of Director/ Procurement or deposited in the tender box kept in the office of the Director/ Procurement, Higher Education Division, Ministry of Higher Education & Cultural Affairs, No. 18, Ward Place, Colombo 07 on or before 11.00 hrs on 30th October, 2018. Bids will be opened immediately thereafter on 30th October, 2018 in the presence of the bidders’ representatives who choose to attend.
  6. Bid shall be valid for a period for 120 days for each bids from the date fixed for closing of Bid or any extend period.
  7. All Bids shall be accompanied by a Bid Security which shall be;
  • In the form included in Section 05 in the Bidding document.
  • For the amount as indicated in the above table.
  • Validity up to 29th March 2019.
  • In favour of “Vice Chancellor, University of Jaffna.”
  • Issued by one of the agencies indicated in the clause 16.1of bidding data.

Pre Bid meeting will be held in the Board room, Vavuniya Campus, Pampaimadu at 14.00hrs on 15th August, 2018.
