As the Chief Finance Officer of the University Bursar is responsible for developing and implementing sound accounting and budgetary control systems and providing timely information and accounts to the Council and other stakeholders, in keeping with transparency and accountability.
It shall be the duty of the Bursar to keep the accounts of the University, receive all monies paid into the University Fund and to credit such monies to the proper Heads of accounts, make all authorized payments and prepare estimates as are required by the Commission and Treasury, annual appropriations of the ensuing financial year and any supplementary estimates as per the Act.
The University Fund, whether internally generated or received by way of Government grants, subsidies and loans, allocated from the Consolidated Fund through the Government Budget to meet Recurrent and Capital expenditure are public funds. The management has a responsibility for the efficient utilization of these monies in the best interest of the public. Fund Management is dependent on how effectively revenue is generated and expenditure is controlled.
Financial management of the University is governed by the financial regulations, conveyed through circulars and circular letters and also by the directives that may from time to time issued by the Treasury, Ministry of Higher Education, University Grants Commission and the Governing Council of the University. The main objective of financial management of the University is the efficient utilization of the University Fund in the best interests of the community.
