INVITATION FOR BIDS
Provision of Private Security Services for the University of Jaffna -2025/2026
- The Chairman, Department Procurement Committee of University of Jaffna invites sealed Bids from eligible and qualified bidder for provision of a Private Security Service for the University of Jaffna.
- Period of contract shall be a calendar year subject to a performance evaluation period of 90 days from the start date.
- Companies/ Firms which satisfy the following conditions are eligible to submit Bids. Documentary evidence should be provided with Bids.
- To be eligible for contract award, the successful bidder shall not have been blacklisted and shall have its registered office or sub office in Northern Province (closer to main premises) and shall possess the valid registration in the Ministry of Defence, Public Security, Law and Order, Business registration and a copy of the valid registration certificate in Sri Lanka under the Company’s Acts or Business Name Registration Ordinance should be attached with the Bid.
- Average of annual volume of security service contracts performed in the last 3 years should be at least Rs. 75 Million
- Must have satisfactorily carried out at least one Security service contract to a Government Department/ Corporation/University during the last 3 years for not less than Rs. 25.0 Million.
- The Company/ Firm must have satisfactorily carried out at least two security service contracts which included a minimum work force of 175 security staff in each contract for any Government Department/ Corporation/ University or Institutions over the last three years. Certified copies of letters issued by such clients should be attached with the Bid.
- Interested Bidders may inspect the Bidding documents and obtain further information from the Senior Assistant Registrar, General Administration, University of Jaffna, Thirunelvely from 9.00 a.m. to 2.30 p.m. on any working day.
- A complete set of Bidding Documents in English Language could be purchased by interested Bidders on submission of a written application to the Senior Assistant Registrar, General Administration, University of Jaffna, Thirunelvely from 9.00 a.m. to 2.30 p.m. on any working day up to 5th June 2025 upon the submission of receipt for the payment of non-refundable Tender Fee of 5000.00. The payment should be made in cash to the Shroff, University of Jaffna or the payment shall be deposited in favour of Bursar, University of Jaffna at the University of Jaffna Branch People’s Bank Account Number 970000060000276 at any Branch of People’s Bank.
- Duly completed sealed Bids shall be sent either by registered post to Chairman, Department Procurement Committee, University of Jaffna or deposited in the Tender Box maintained at Registrar’s office on or before 2.00 p.m. on 12th June 2025. Late Bids or incomplete Bids will be rejected.
- Bids will be opened soon after closing time in the presence of the Bidders or their representatives who choose to attend.
- All Bids shall be accompanied by a Bid Security (Unconditional Guarantee) of Rupees Five hundred thousand only ( 500,000.00). (Valid up to 7th October 2025)
- Pre-bid meeting will be held at 10.00 am on 03rd June 2025 in the board room of the University of Jaffna, Thirunelvely.
