Invitation for Bids

 

  1. The Chairman, Standing Cabinet Appointed Procurement Committee (SCAPC) on behalf of the Vice Chancellor, University of Jaffna now invites sealed bids from eligible and qualified bidders for the following works:

  1. The eligible bidders shall comply with the following qualification criteria:Bidding will be conducted through National Competitive Bidding Procedure.
    1. The successful bidders shall not have been blacklisted and shall meet the following requirements
    2. The minimum registration required in the field of Building Construction with the Institute for Construction Industry Development Authority(CIDA) is C1.
    3. Average annual volume of construction work performed in last five years shall be at least Rupees 450.0 million each for bid no.1 and bid no 2.
    4. Experience as prime contractor in the construction of at least one contract of a similar nature and size, minimum value of Rs 350.0 Million or more works over last 5 years for bid no. 1 and experience as prime contractor in the construction of at least one contract of a nature and complexity minimum 6 storied building in minimum value of Rs 420.0 Million over last 5 years. (to comply with this requirement, works cited should be at least 70% complete)
  1. Interested bidders may obtain further information from Deputy Registrar, Capital Works & Planning Branch, University of Jaffna and inspect the bidding documents at the same address on any working day from 9:00hrs to 16:00hrs. Contact numbers: Phone: 021 2219201 Fax: 021 221 9201.
  1. A complete set of Bidding Documents in English language may be purchased by interested bidders on the submission of a written application to the Deputy Registrar, Capital Works & Planning Branch, University of Jaffna from 24th October until 7th November, 2016 from 9.00 hrs to 15.00 hrs upon payment of a non refundable fee of rupees Fifty thousand(Rs.50,000/-) for bid No1 and Seventy thousand (Rs. 70,000/-) for bid No 2.
  2. The sealed bids shall be addressed to the Director/ Procurement, Higher Education Division, Ministry of Higher Education & Highways, No. 18, Ward Place, Colombo 07 and deposited in the tender box kept in the office of the Director/ Procurement, Higher Education Division, Ministry of Higher Education & Highways, No. 18, Ward Place, Colombo 07 on or before 14.00 hrs on 3rd January, 2017. Bids will be opened immediately thereafter on 3rd January, 2017 in the presence of the bidders’ representatives who choose to attend.
  1. Bids shall be valid for a period for 119 days for bid No. 1 and 147 days for the bid No. 2 from the date fixed for closing of Bids or any extend period.
  1. All Bids shall be accompanied by a Bid Security which shall be;
  • In the form included in Section 05 in the Bidding document.
  • For the amount as indicated in the above table.
  • In favour of “Vice Chancellor, University of Jaffna.”
  • Issued by one of the agencies indicated in the clause 16.1of bidding data.
  1. Pre Bid meeting will be held in the board room of the Faculty of Agriculture, Ariviyal Nagar, Kilinochchi at 14.00hrs on 8th November, 2016 for work No. 1 and in the Board room, University of Jaffna, Thirunelvely at 14.00 hrs on the 9th November, 2016 for the bid No. 2.
