Pre-qualifications of Firms to design, develop, install and maintain Electronic Medical Records (EMR) System for the Family Health Centre, Department of Community & Family Medicine, Faculty of Medicine, University of Jaffna under the Global NIHR – AF Project.

The Vice Chancellor, on behalf of the Consultancy Procurement Committee now invites companies/firms for pre-qualification to design, develop, install and maintain Electronic Medical Records (EMR) system for the Family Health Centre, Department of Community & Family Medicine, Faculty of Medicine, University of Jaffna under the Global NIHR – AF Project.

1) The purpose of this project is to develop a scalable, secure, robust and responsive online system to streamline all activities of the Family Health Centre. The system should be flexible enough to adapt to evolving policy and administrative rules.

2) Scope of the services includes development of an Electronic Medical Records (EMR) system and providing training and support to manage the activities mentioned below:

• Record and store the personal details of the Patient, Doctors and other relevant staff.
• Patient visit tracking and appointment management
• Manage patient medical history
• Referral tracking
• Report generation

3) The interested companies/ firms having 5 years’ experience in Electronic Medical Records (EMR) in the Sri Lankan health sector should submit Expression of Interest (EOI) in duplicate along with the following information in English stating the background of their organization and details of professional experts to be assigned for the service required.

• Certificate of Registration of the firm as legal entity.
• Registration of the firm with the relevant professional body (if any).
• Documents to substantiate the forming of Joint Venture/ association (if any).
• VAT registration certificate.
• Audited statements of accounts and annual turnover for last three years.
• List of similar system developments with contract amounts during last 5 years.
• A certificate/ affidavit that the firm has not been blacklisted or debarred by any Government/Semi-Government/ Autonomous/ International body.

4) Request for proposals (RFP) will only be issued to the shortlisted firms.

7) University of Jaffna will not reimburse any cost or expenses incurred in connection with preparation or delivery of EOI or visits to any office or site.
